ONB increases its profit in 2011

One of the largest rural banks in the country is again making headlines with its record growth in 2011.  One Network Bank, with 82 branches in Mindanao posted a P428 million net income last year, or  a growth of 37.62 percent from P311 million in the previous year.

Guidelines on submission of IT Profile Report

This is to notify all rural bankers of the required accomplishment and submission of IT Profile Report, for the creation of a baseline IT information and, risk profile the complexity of IT operations based on technology related products.

Below are the summarized guidelines in the submission of the IT profile, which RBAP hopes will be observed by all member banks:

1. The template can be downloaded at http://bsp.gov.ph/itprofile/template.  The initial IT profile report as of December 31, 2011 shall be submitted to the BSP on or before March 31, 2012.

2. For rural banks, the report should be submitted to: sdcrb-itprofile@bsp.gov.ph using the following format for the subject:
ITPROFILE,

3. The certification should be submitted to the Director of the BSP Supervisory Data Centre, duly notarized and signed bythe authorized official of the reporting institution.

4. Those who cannot transmit the IT Profile report can submit the reports in CD, together with the certification, within the prescribed deadline.

5. Said templates are available, upon request, at the at the BSP- SDC office.

40 participants who register for the course. (Additional slots may be
available and are subject to space availability on a first come, first
serve basis.)

The training fee is P1,400.00 per participant inclusive of materials, food
and venue. However, for those who register and pay at least a day before
the event, the early bird fee is reduced to P1,000.00 per participant.
Note that there is a minimum of twenty (20) participants in order to hold
this event. Should we be unable to meet the minimum number of
participants, you will be notified at least two days before that the

Pricing Transparency Workshops -regulations calculations on EIRR

Dear Fellow Rural Bankers:

The Bangko Sentral ng Pilipinas (BSP) has issued Circular 730 and the
accompanying Memorandum M-2011-040 on regulations and calculation for
Effective Interest Rates (EIR) for all types of loans last year. The July
1, 2012 start of these rules have huge implications on how we disclose
rates, remain competitive, and earn from all our lending operations.

I encourage rural banks to understand thoroughly the impact it will have
on our customers, especially on how they perceive the new effective
interest rates in contrast to current nominal rates. I encourage you to
look at the banks loans that still use flat or add-on rates and see how
the shift to those based on declining balances will affect the bank’s
profitability and competiveness. If this has not been done yet, then we
need to catch up since July 1 is less than 5 months away. Preparation is
key to adopting the new rules.

To this end, the Rural Bankers Research and Development Foundation
(RBRDFI) with the support of the Bangko Sentral ng Pilipinas (BSP) will
have a series of MUST-attend seminars on the new pricing transparency
rules that will be rolled throughout the country. The seminar will teach
us how to calculate the EIR, modify our loan products; strategies to
better manage interest rates and fees, and implement action items to
prepare our bank in response to the regulation. Seminars will be held on
the following dates and places:

to and from the training site.

Amendments on the provision of Micro-Agri Loans

All member rural banks are hereby notified of the amendments on the provisions of Micro Agri Loans, as stipulated in the recently issued BSP circular.  The modifications are under subsection X361.7 of the MORB.

Particular attention should be given on Section 2, which lists several prudential requirements for compliance; Section 3 meanwhile covers the breakdown on product characteristics affecting purpose/term, eligibility, loan amount, loan value, payment and security.

Rural bank directors are mandated by the said circular in order to improve
and strengthen corporate governance of their banks.

a) One Thousand Eight Hundred Pesos only (P1, 800.00).♣
b) Early bird registrants (those who pay the full amount on or before
March 16, 2012 are entitled to a 5% discount or PhP1, 710.00.
c) Two Thousand Two Hundred Pesos only (P2, 200.00) registration fee for
non-member rural banks. To avail of the regular registration fee,
non-member banks are encouraged to apply for membership with RBAP/RBRDFI.

d) This is a live-out seminar. Seminar fee includes snacks, training kit
and certificate of attendance.

For your reservations, kindly observe our training policies:

1. Deadline for submission of registration is not later that March 19, 2012.
a) Nomination form of the participant(s) duly endorsed by the bank’s
authority
b) Filled-up Participant’s Profile.
2. A Non-Refundable commitment fee of P900.00 per participant (50% of the
registration fee). Payments can be remitted to the Rural Bankers Research
and Development Foundation, Inc. bank account (Land Bank of the
Philippines – Intramuros Branch Savings Account Number 0012-1046-26).
Proof of payment (i.e., deposit slip) should be sent immediately
verification at (02) 527-2980. Check payments, should be payable to Rural
Bankers Research and Development Foundation, Inc. (RBRDFI)
3. Reservation via telephone conversation is accepted. However,
Registration Form and fee must be settled 10 days prior the seminar date
or March 09, 2012. Otherwise, reservation is considered cancelled.
4. Cancellation Policy:
a) 10 days prior the seminar date is entitled for a full refund. *
b) 5 days prior to the seminar date is entitled for a half refund
c) Participants who have paid but failed to show up for the seminar will
only be entitled to a rebate of 50% of the total registration fee.
d) For special cases (health, accident etc.), kindly coordinate with
RBRDFI staff for refund procedures and requirements.

Please be advised that we accept on a first-come-first-served basis with a
manageable level up to thirty (30) participants only.

DOF-IC Training on Microinsurance Advocacy on March 6-9 in Cebu City

Dear Rural Bankers:

The Insurance Commission (IC) and the Department of Finance will be conducting the three-day Training on Microinsurance Advocacy on March 6-8, 2012 at Harolds Hotel, Cebu City. The activity aims to develop advocate-partners in promoting microinsurance among key stakeholders as part of the nationwide microinsurance literacy campaign. Deadline of confirmation of participation is on February 24, 2012.

Furthermore, the Magpaseguro para Protektado: Advocacy Seminar on Microinsurance will be held on March 9, 2012 in the same venue. This activity shall provide basic information on the current initiatives on microinsurance. Confirmation of attendance will be accepted until February 29, 2012.

Central Luzon Annual Management Conference

The Confederation of Central Luzon Rural Banks, Inc. will hold its 2012 Annual Management Conference with the theme “Rural Banks – Pillar of Strong Economy: Bracing for Global Challenges” at the Holiday Inn Clark, Mimosa Drive, Clark Freeport Zone, Angeles City, Pampanga on February 28 and 29, 2012.
