RBAP-MABS achievements highlighted in International Study Tour

Three Senior Officers from the Central Bank of India, State Bank of Pakistan and Central Bank of Sri Lanka recently visited the RBAP – MABS office in Intramuros as part of their study tour organized by the Asia Pacific Rural and Agrcultural Credit Association.  Members of RBAP MABS, led by Mr. John Owens, Chief of Party, discussed with the three representatives the microfinance best practices and the various mobile banking services being utilized by member rural banks, as well as the history of rural banking in the Philippines.

As of December 2011, there are 70 RBs participating in the USAID supported MABS programme.  Last month, three clients of participating banks were honored in the 2011 CITI Micro entrepreneur Award.

Guidelines on the electronic submission of the new Agri Agra Report and updated FRP

This is to inform everyone of the guidelines on the electronic submission of the report on Compliance with the Mandatory Agri Agra Credit under RA No. 10000 and the updated FRP Report, pursuant to Circular No. 736 and Memorandum Number M-2011-052.

Updates on Misamis Bank, Inc., A Rural Bank

Please be informed that the newly formed Misamis Bank Inc, A Rural Bank, a consolidation of RB Tudela and RB Kolambugan, will start operating on the 2nd of January 2012, as per CL 2011-094 issued by the BSP on 6 December 2011.  Said consolidation was registered under the SEC on April 19, 2011.

Bankers’ Research and Development Foundation, Inc. (RBRDFI) is pleased to
announce that it will conduct the seminar-workshop described below as part
of its continuing strategy to strengthen the rural banking industry:

1.	Deadline for submission of registration is not later that January 13,
a)	Nomination form of the participant(s) duly endorsed by the bank’s
b) Filled-up Participant’s Profile.
2.	A Non-Refundable commitment fee of P2,100.00 per participant (50% of
the registration fee). Payments can be remitted to the Rural Bankers
Research and Development Foundation, Inc. bank account (Land Bank of the
Philippines – Intramuros Branch Savings Account Number 0012-1046-26).
Proof of payment (i.e., deposit slip) should be sent immediately
verification at (02) 527-2980. Check payments, should be payable to Rural
Bankers Research and Development Foundation, Inc. (RBRDFI)
3.	Reservation via telephone conversation is accepted. However,
Registration Form and commitment fee must be settled 10 days prior the
seminar date or January 07, 2012. Otherwise, reservation is considered
4.	Cancellation Policy:
a)	10 days prior the seminar date is entitled for a full refund.
b)	5 days prior to the seminar date is entitled for a half refund
c)	Participants who have paid but fail to show up for the seminar will
only be entitled to a rebate of 50% of the total registration fee.
d)	Special cases (health, accident etc.), kindly coordinate with RBRDFI
staff for refund procedures and requirements.

Worldwide updates on RBs’ innovative projects for the unbanked

Worldwide, a revolutionary transformation is occurring, a “revolution” brought about by vigorous promotion of rural banks to serve the unbanked. For more news on this, we have compiled several stories on Storify for easy reading.

National Banking Week 2012

In accordance to Proclamation 2250, designating January 1 to 7 as National Banking Week, the Banko Sentral ng Pilipinas is encouraging all banking institutions and their branches to undertake promotional and publicity generating activities such as advertising, window and counter displays, streamers, distribution of give-aways and similar incentives.  Likewise, the BSP enjoins all banks to promote the benefits derived from banks and the role they play in strengthening the economy of the country.

To unify the campaign message, the BSP is requesting all to incorporate the theme : Pagbabangkong Mahusay, Tulay sa Magandang Buhay and the phrase National Banking Week, 1 to 7 January 2012 in all promotional matrials.

    Transfer of BSP Kalibo Branch

    To all authorized agent banks in Roxas City and in the provinces of Capiz and Aklan, please be advised that the BSP branch in Kalibo is moving to its new home at Arnaldo Boulevard, Baybay, Roxas City.  Cash operations and other salient functions such as accepting deposits, supplying currency requirements and replacing unfit currency for circulation will begin on December 12.

    Next Generation of Rural Banking by Deputy Governor Espenilla

    RBAP-RBRDFI in Brazil for the 2011 Microinsurance Conference

    November is showing promising results for RBAP. First, more than 400 Rural Bankers attended its anniversary symposium at the historic Manila Hotel; second, representatives of the association, for the first time, successfully joined an international gathering promoting microinsurance (MI) in developing and emerging markets. Supported by the International Labour Organization (ILO), Ms. Ruth Aseron of RBAPMABS-USAID and Ms. Ghay Mapano of RBAP-RBRDFI were invited to participate at the recently concluded 7th International Conference on Microinsurance in Rio de Janeiro, Brazil from November 8 to 10. With experts from around the world, the two shared their know-how and, conveyed the contribution and achievements of Philippine-based microinsurance promoters.

    One of the many poignant points echoed by both Ms. Aseron and Mapano during the head-ups meeting among RBAP-RBRDFI-MABS-USAID directors and staff upon their return from Brazil were the breakthroughs initiated in the country that are now being recognized worldwide. Many may not be aware, but the Philippines has been trailblazing in this niche industry especially when it comes to offering advance and innovative microinsurance products. As narrated by Ms. Mapano, the success can be attributed to three factors: efficient communication, effective capacity building and active promotion with partners.

    Aside from the plethora of microinsurance products and services, a regulatory framework protecting the industry is now firmly in place; other countries have yet to adopt or replicate this.

    So far, the rural banking industry in the Philippines continues to make headway in providing microisurance services. At the moment 52 RBs, trained by RBAP-RBRDFI Microinsurance Initiative, are offering MI products; a few more are engaged in exploratory talks. The advantages of rural banks are plentiful; for one thing, RBs have the ability to capitalize on existing operational structure; two, compliance to both insurance and bank regulations increases the banks’ credibility; and third, clients of RBs have better access to relevant financial products.

    Of course, while microinsurance is on the upswing, still challenges remain; insufficient adoption of technology is one, tapping popular usage of mobile technology is second. Fortunately, RBAPMAPBS-USAID is trying to address this issue with its mobile access programme (
