The Rural Bankers’ Association of the Philippines (RBAP) herein represented by its President, Atty. Edward Leandro Z. Garcia, Jr. signed the Movable Collateral Framework Document as part of its Technical Working Group last June 7, 2013 at the Department of Finance. Through this document, a system that will encourage financial institutions to accept non-real property assets as security for lending to micro, small and medium enterprises (MSME) will be established.
